Zoning and Licensing For a Dog Boarding Business

Starting a dog boarding business requires taking certain legal steps. There are some zoning and licensing requirements you’ll need to obtain before you can officially open. You’ll generally need zoning permits, a business license, and a kennel license to confirm that you comply with rules and regulations. National Zoning Requirements

The location you choose to have your dog boarding business must be zoned for that use. There will be certain places you can and can’t have your business, especially since they involve animals. Many states don’t allow businesses in residential zones; you’ll need to find an area zoned for commercial purposes. Zoning laws can dictate noise, odor, or waste management provisions that you must comply with. You’ll need to obtain a zoning permit to confirm that you are building on an approved location that is zoned for pet boarding services and that you’re complying with all zoning laws. Contact your local planning department to inquire about approved locations.  

National License Requirements

There are a few licenses you’ll have to obtain before opening your business. First, you will need a general business or commercial license to operate your business legally. You’ll also need a kennel license to operate a dog boarding facility, which ensures the facility meets safety and health standards and complies with animal care regulations. Additional licenses some local governments require are animal care permits, individual dog licenses for every dog staying at the kennel, and registration with local or state animal control agencies. Zoning and Licensing by State

New York

New York City requires you to obtain a Small Animal Boarding Establishment Permit for any dog boarding business housing three or more dogs. This permit requires a fee, inspection, and proof of a supervising manager with an Animal Care & Handling Certificate that is posted in a visible location. Check with the NYS Department of Agriculture and Markets for any state-level licensing requirements for commercial kennels. 

Pennsylvania

In Pennsylvania, you must have a kennel license if your facility houses or moves 26 or more dogs in a year, or if you run a boarding operation. Each dog over 12 weeks old must be individually licensed and vaccinated for rabies and Bordetella. The state requires each kennel to be clean, climate-controlled, and sized properly. All of our kennels have air conditioning and heated floors to regulate the temperature inside during harsh summers and winters.

Maryland

Maryland’s Montgomery County only allows animal boarding in certain zones. For zones generally unapproved for dog boarding, like agricultural, rural, and residential, you may be able to get a conditional use permit for that area. Some zones will allow limited dog boarding use or require a conditional use permit to allow you to use the land for the kennel. All licensing is managed at the county level. 

New Jersey

New Jersey dog boarding facilities are frequently prohibited in residential zones. You will have to obtain an annual license for kennels, pet shops, shelters, etc., that must be renewed each year after they expire on June 30th. You also must comply with state regulations on sanitary operations. Local health departments will inspect the kennel to ensure compliance before issuing a license. 

Delaware

In Delaware, a kennel license is needed if boarding more than four dogs, which can be obtained from the Office of Animal Welfare. This is an annual license that can be applied for instead of individual dog licenses for each dog under your care. 

Virginia

Virginia has a clear distinction between commercial dog kennels and private residential ones. Commercial kennels are not permitted in residential zones. However, they can be permitted in agricultural or industrial zones with additional conditions like a minimum lot size. Some zoning regulations you’ll have to follow are distance from property lines, soundproofing, fences to shield from public view, and a specific lot size. Conditional use permits are also available in Virginia. Individual dogs that are 4 months or older must have a license and will need proof of a rabies vaccination. You will need a kennel license if boarding five or more dogs. 

North Carolina

In North Carolina, you must obtain a license from the NC Department of Agriculture and Consumer Services to operate a commercial dog kennel. This license is required annually; you must submit applications to the Director of Field Forces in the Veterinary Division. Your kennel’s wastewater must be disposed of through a DEQ-approved system. Inquire with your local health department for more information. Finally, you have to comply with the NC Veterinary Medical Board’s rules on facility design. South Carolina

Kennels are not permitted within residential zones or city limits in South Carolina. Some counties will require certifications or background checks for any people working with animals. Your kennel must meet specific standards of comfort, sanitation, and safety, which all our kennels provide.  

Georgia

A kennel license from the Georgia Department of Agriculture is mandatory to obtain before a business license is issued. Some counties will require that any business license application have approval from the Board of Zoning Appeals or Planning Board. Dog boarding businesses are not permitted in residential zones. 

Florida 

In Florida, you must ensure your location’s zoning allows for animal-related businesses. In some counties, such as Palm Beach, there are specific zoning districts where limited pet boarding is permitted. You will need a kennel license, even if operating a small boarding facility. For specific licensing requirements, contact your county’s animal control department.
